How to become a member of the EMS Cooperative*
* Please note that EMS Cooperative membership is only available to those designated operators that provide an international EMS delivery service.
Why join the EMS Cooperative?
The EMS Cooperative, currently has 161 members (including all major EMS postal operators), who all provide a worldwide express mail service. By joining the EMS Cooperative you will be able to benefit from many EMS Cooperative activities and will become part of the global EMS delivery network.
Who can join the EMS Cooperative?
Thank you for your interest in joining the EMS Cooperative; please use the information below to work out your postal administration's level of membership.
The EMS Cooperative Statutes (articles 2 and 3) describe two levels of membership:
Full EMS Cooperative member
Full members must:
1.1 be both an importer of EMS items from and an exporter of EMS items to other designated operators;
1.2 be a designated operator of the EMS product of the UPU member country to which it belongs;
1.3 possess a tracking system for EMS and exchange tracking data with all EMS partners according to EMS Standards;
1.4 obtain written proof of delivery for all EMS items and provide such proof to EMS origin operators on demand;
1.5 employ the EMS Cooperative’s standardized system for dealing with international EMS inquiries and operate it in accordance with the EMS Standards;
1.6 must comply with requirements 1.1, 1.2, 1.3 and 1.4 before formalizing its request to join, and with requirement 1.5 within six months of joining;
1.7 regarding items 1.3, 1.4 and 1.5 above, existing members will have 12 months from the date these statutes come into effect to meet membership requirements.
Provisional EMS Cooperative member
This category of membership is for designated operators which are only importers of EMS items and meet the following requirements of membership:
1.1 be an importer of EMS items from other designated operators;
1.2 be the designated operator of a UPU member country and operate the EMS service in compliance with the UPU Acts;
1.3 possess a tracking system for EMS, exchange tracking data with all EMS partners according to EMS Standards, and authorize the transfer of its operational data to the service provider chosen by the UPU for implementation of the EMS Audit and Measurement Programme;
1.4 obtain written proof of delivery for all EMS items and provide such proof to EMS origin operators on demand;
1.5 employ the EMS Cooperative’s standardized system for dealing with international EMS inquiries and operate it in accordance with the EMS Standards;
1.6 any designated operator that wishes to join the EMS Cooperative as a provisional member must comply with requirements 1.1, 1.2, 1.3 and 1.4 before formalizing its request to join, and with requirement 1.5 within six months of joining.
How do I join?
To become an EMS Cooperative member simply fill out the application form and return it to the EMS Unit. All information will be treated confidentially.
The application form is divided into three sections:
- Contribution class
The first step to become a member is to choose the class of contribution to which your administration wishes to belong. Your contribution depends on the amount of exported and imported EMS traffic. In order for the Cooperative to work out your contribution class please fill in the section one of the form "Contribution class".
- EMS contact information
Each member of the Cooperative must name an official EMS representative and contact point. EMS communications are divided into two categories: one contact for communications concerning general policy matters and one contact for operational matters. Please note that you may choose to have one contact for both general policy and operational matters.
- Transfer of EMS tracking data
As a member your administration will be included in the EMS Cooperative's Audit and Measurement Programme. To allow the EMS Cooperative to obtain integrated results for EMS tracking and delivery performance for the quarterly report cards, the EMS Cooperative requires your administration to authorize the transfer of EMS tracking data to a third party (Monitoring Organization) on a confidential basis.
